A Positive Signal for Schengen Accession |

A positive note on Romania and Bulgaria’s accession to the Schengen area of free circulation. The European Parliament has adopted a non-legislative resolution urging all Member States to support a decision based exclusively on the Schengen procedures and the acquis, to include these two countries in the Schengen area.
The Parliament, which believes that extra criteria should not be imposed on countries already in the process of accession, has pointed out that Bucharest and Sofia have fully implemented the Schengen acquis, which, in accordance with the Accession Treaty and the current EU legal framework, is the only condition for accession.
“Both countries have been completely restructured, the border management systems have been reorganized and there has been a visible shoring up of the institutional and legal frameworks”, underlines the resolution. The Parliament calls for Member States not to give in to the temptation of national populism. Romania and Bulgaria’s accession to the Schengen area, which was supposed to go through in March, was called into question following reservations expressed by France and Germany.
At the time, they criticized the insufficient progress made in combating corruption and organized crime. In September, Romania and Bulgaria’s Schengen accession was blocked once again. The Polish Presidency of the EU has yet to put the decision to a vote in the Justice and Internal Affairs Council, due to vehement opposition expressed by Holland and Finland. The two countries argue that Bucharest and Sofia need to do more to fight corruption and organized crime.
“Bulgaria and Romania deserve to be part of Schengen. We appeal to all Member States to take a decision to include Romania and Bulgaria in the Schengen area, which is exclusively based on the Schengen procedures and the acquis. Bulgaria and Romania should be able to count on the solidarity and fairness of their EU partners”, said the President of the European Parliament, Jerzey Buzek.
The authorities in Bucharest expressed their hope that Romania would be allowed to join the area of free movement as soon as possible. The Minister for European Affairs is proposing accession by the end of 2012, but Minister Leonard Orban said, diplomatic efforts are not enough in the face of rigid opposition from Holland. He did, however, welcome the fact that dialogue with Finland was making headway and the two sides were working together to find a solution.
