Premierul român Emil Boc si omologul bulgar, Boiko Borisov The first joint working session of the governments of Bulgaria and Romania on Wednesday resulted in the signing of seven bilateral agreements and several projects in the fields of tourism, infrastructure, environment, administration, economy and national defense. Romanian PM Emil Boc and his Bulgarian counterpart, Boiko Borisov said the two countries would carry out a series of projects aimed at capitalizing on the Danube’s potential and creating a “brand” for the entire Danube region. Emil Boc explains:


Emil Boc : “We have concrete projects that we’re about to carry out, among which completing construction work on the Calafat-Vidin bridge, constructing new bridges over the Danube, building a new hydroelectric power plant and finishing construction work at the Giurgiu-Ruse gas pipeline. At regional level, we take an active part in the Nabucco project. We have a tremendous opportunity to capitalize on the Danube Strategy. Moreover, we reiterate our interest in creating a brand for the entire Danube region as well as new cultural and development opportunities.”


The EU-backed Nabucco project is designed to minimize Europe’s dependence on Russian gas imports. The pipeline will transport gas from the Caspian Sea to Europe over a distance of 4,000 km and will cross Turkey, Bulgaria, Romania and Hungary, bypassing Russia and the Ukraine. The two officials also tackled issues related to the Cooperation and Verification Mechanism, the EU’s multi-annual financial framework, economic governance, cooperation in the Black Sea region and the EU’s Eastern Neighborhood Policy.


During Wednesday’s meeting, the two officials also expressed their willingness to increase Romania and Bulgaria’s budget deficit ceiling, as in Italy, Spain, Portugal and the UK. PMs Emil Boc and Boiko Borisov also discussed Schengen-related issues, calling for equal treatment from EU states. PM Boiko Borisov dismissed the EU’s reasons for concern over Romania and Bulgaria’s textbook efforts to secure their external borders by making use of state-of-the-art technologies.


The Bulgarian official went on to say that Romania and Bulgaria could secure their borders “jointly”, which would translate as cutting back on expenses for both states. According to a joint declaration signed by Emil Boc and Boiko Borisov, the two countries’ governments are to meet on an annual basis to hold talks on common projects. Recent studies show that Romania has become Bulgaria’s second largest economic partner at EU level, while the volume of bilateral trade has increased five times over the last two years.
