Romania risks seeing the start of the infringement procedure, with respect to waste management. As of January, the EU has applied this procedure against 23 member states. Of these, only 7 solved their problems.



A recent study released by the Ecopolis Center for Sustainable Policies along with the ‘’Save the Danube and the Delta’’ Association, shows that Romania does not efficiently manage its waste. A mere 54% of the population benefits from sanitation services and the rate at which city waste is collected and recycled at national level is only 1%.


The rest of the waste is stored in landfills. The reasons identified by the study relate to local authorities’ not being aware of responsibilities they have in the field and to meager infrastructure. Many municipalities do not assume waste management obligations, environment minister, Laszlo Borbely claims. As a result, many localities lack a proper infrastructure for waste collection and recycling.


Minister Laszlo Borbely: “Since July 2010, each municipality has had the obligation to prove that they collected selectively at least 15% of the waste. If they fail to do so, for each ton of waste that was not collected selectively, they have to pay a fine of almost 23 euros. So far only half of all municipalities have done their job”.




By 2013 Romania will reach a recycling level of 50%, says minister Borbely and as of 2015 an Integration Waste System will be created at national level. To that end, Romania can access European funds worth almost one billion euros. Less than 3 years before the deadline for accessing European funds expires, Romania has contracted only 37% of the amount and effectively spent almost 2%. September 29th is an important day for Romanians in terms of waste recycling, because the country could receive a notification from the European Commission on account of not observing European legislation in the field. The case might be submitted to the European Court of Justice and Romania could be sanctioned financially.


According to Radio Romania’s correspondent in Brussels, the Commission could ask Bucharest to adopt the European waste management directive. Romania had been previously supposed to do that by the end of last year, but the deadline has been extended until April. The EU has given Romanian authorities a first warning. Now the Commission is likely to resort to the infringement procedure, given that the law on waste management has just reached the Chamber of Deputies.
