A study conducted by Transparency International (TI) that was made public on Tuesday shows that companies from Russia and China are most likely to give bribe to people outside the country. Using a bribery index, Transparency International made a classification of the richest and most influential 22 countries in the world, depending on the companies’ willingness to give bribe to people outside their countries. The 22 countries surveyed, among which Belgium, Canada, the Netherlands, Switzerland, Germany, Great Britain, Japan, Australia, France, Singapore and so on, account for 75% of the international gross product. Starting from this study, Transparency International Romania has submitted to parliamentary parties a series of proposals meant to improve government programs by adding more anti-corruption measures.
Recommendations are structured by 5 major domains: Justice, Public Administration, Public Purchases, Decision-Making Transparency and the Institutional Capacity of Agencies. Transparency International is waiting for the legislators’ reactions, before the first Parliament meeting, to see if there is willingness regarding the introduction of the proposed measures in the government programs.
Victor Alistar, the head of Transparency International Romania:
“Transparency International Romania calls on parliamentary parties to publicly express their agreement or disagreement with the measures we have proposed. The lack of a publicly assumed stand is an answer which public opinion and civil society will take as such”.
From January 1st to December 1st 2008 the General Anti-Corruption Directorate investigated 3,000 people, of whom 1,921 are working for the Ministry of the Interior and Administrative Reform.
