Since 2006, when Romania broke out in the news for housing secret prisons for the CIA, the country has been in the news constantly as a stopover or holding place for victims of rendition on behalf of the US. Dick Martin, a member of the Council of Europe Parliamentary Assembly, opened an investigation, whose final report accuses Romania of holding people for the CIA between 2003 and 2005. These accusations reemerged in the central press, quoting Council of Europe commissioner for human rights Thomas Hammerberg.

The Romanian daily Adevarul headlines ‘Romania, an accomplice in CIA crimes’. Hammerberg claims that a clandestine CIA detention center opened near the capital in September 2003, right after the corresponding facility was closed in Poland. ‘It is a well-known fact,’ Thomas Hammerberg states, ‘that at least one detainee was brought from Poland to the Baneasa airport under cover of darkness’. Operations continued for two more years, the European official continued.


The daily paper Romania Libera on the other hand notes that Hammerberg criticizes not only what he views as the doubtless cooperation of the authorities in Bucharest with the CIA program, but also the lack of will to investigate the case. Recalling the ad-hoc Senate committee put together in Bucharest,which denied the accusations brought by the Council of Europe, the Strasbourg official said that the Romanian state should no longer avoid a judicial inquiry to bring out the evidence of secret dealings.


Norica Nicolai, chairman of the Senate committee that investigated the allegations of CIA prisons in Romania, has voiced her surprise at the accusations reemerging in the absence of new evidence. “The Romanians had no right to check American military aircraft transiting Romania”, she said for Romania Libera.


At the same time, Nicolai, now a EuroMP, said that a criminal investigation should begin in the US. However, the former senator asks, what Romanian prosecutor would be cleared to investigate on US soil? To wrap up her argument, Norica Nicolai said that all requests made by Dick Marty to come to Romania for investigation have been ignored, but that Romania continues to face unproven allegations.
