The Romanian Parliament Resumes its Activity |

The Romanian Parliament resumes its activity in Bucharest this week. Of the hundreds of draft laws that require their attention, MPs will focus primarily on the law to revise the Romanian Constitution and the electoral laws. The Chamber of Deputies kicks off its autumn plenary session with over 200 pending projects. The agenda of the Senate also includes over 300 bills.
The reform of the Romanian Constitution, electoral laws and the administrative reorganization of Romania are high on the agenda of the Romanian Parliament this year.
The second special session of 2011 is looking fiery ahead, considering next year’s elections as well as the plans to amend the existing legislation with a view to clustering counties, which will have an impact on elections, as constituencies will be changed.
Ranking high on the top-priority list of the Liberal-Democratic Party, the senior party of the ruling coalition, are draft laws aimed at amending the legislation on local representatives, the Social Code, the Law for enacting the Criminal Code and the Referendum Law.
The Democratic Union of Ethnic Hungarians in Romania, also in the ruling coalition, insists more on measures to resume economic growth. The priorities of the Social-Liberal opposition include reducing the number of MP seats, introducing legal provisions against political party-switching and harsher regulations for election campaigns.
The Social-Liberal Union also plans on submitting a no-confidence vote against eliminating heating subsidies. The Senate is to discuss over 300 bills. Senate vice-president Ioan Chelaru however says the Senate will not fall behind:
“We are currently discussing a draft law on the private management of public companies. In the field of defense and public order, we plan on amending the law concerning the enforcing of order and public peace. We also have a draft law proposing temporary measures against the soaring fuel prices. We will also debate certain draft laws concerning the legal regime of illegal assets that the Social-Democrats and Liberals have submitted jointly, and we also got a similar draft law from the government. There are also draft laws on social assistance and the analysis and operation of social services”.
Specialist committees of the Chamber of Deputies will have to discuss over 400 bills. Among these are the Law on the statute of ethnic minorities, the 5% slash of the VAT for basic products, applying tax exemptions for incomes below 2,000 lei, a Law regarding stray dogs as well as the Social Services Law. The speaker of the Chamber of Deputies, Roberta Anastase has more on this:
“The social services draft law has been open to public debate and bears special significance because it opens up future prospects for NGOs, allowing them to assume responsibility and take active steps towards enacting social policies”.
Deputies will also have to confront some 182 draft laws still pending from last session and another 52 bills that need to undergo final voting.
