Successes and Failures of the Romanian Diplomacy

Reuniunea Anual a Diplomatiei Romane, Ministerul Afacerilor Externe The annual meeting of Romanian diplomats gathers all of Romania’s ambassadors, consuls and senior politicians in Bucharest. Together they revise the successes and failures of Romania’s foreign policy and draw out the agenda of the coming period. Wednesday, PM Emil Boc called on diplomats to do their best to eliminate the reservations of European partners regarding the country’s Schengen accession. Initially scheduled for March 2011 Romania’s accession was postponed sine die because of the reticence showed by some influential EU countries.


Western chancelleries admit that, technically, Romania is totally ready for Schengen accession, but they still point a finger to the lingering corruption in the Romanian administration and to the lack of reform in the judiciary. Now the PM says that, depending on the decisions made at European level, Romania expects guarantees regarding its Schengen accession next year. He also said that, besides the Schengen file, Romania’s foreign policy agenda would be dominated, this autumn and in 2012, by such issues as the negotiations on the financial prospects of the EU for the period 2014-2020, maintaining the interest for the eastern neighborhood and for the extended Black Sea area.


Boc also called on the Romanian ambassadors to “discriminate between truth and rumors” and to present with “honesty and professionalism” the government’s efforts to maintain the foreign investors’ interest for Romania. “Romania needs to better use European funds and also to boost economic relations with the EU countries and to equally strengthen cooperation with other foreign partners” the PM added.



PM Boc did not hesitate to underscore that economic performance was a sine qua non for the position of ambassador of Romania to a foreign country. He also pleaded for the setting up in New York, Beijing, Moscow, Brussels and in other world capitals of business promotion centers which should run under the aegis of the Romanian embassies’ economic offices. As host of the annual meeting of the Romanian diplomats, the foreign minister, Teodor Baconshi, said that after EU accession in 2007 Romania proved it was capable to manage its responsibilities as a EU member state.


He expressed satisfaction over Romania’s consolidating or re-launching its relationships with its traditional friends among which Germany, Great Britain, Italy and France. The special guests of the meeting in Bucharest were the Turkish foreign minister, Ahmet Davutoglu, the Swedish FM Carld Bildt and Moldova’s FM Iurie Leanca.
