Traian Basescu predicts a second impeachment procedure, which he equates to a new possible coup, the daily paper EVENIMENTUL ZILEI says, quoting a statement made by the head of state in a TV talk show on Monday. Traian Basescu thus retorted to a veiled threat made by the Conservative leader Dan Voiculescu, according to whom something would be done unless the President accepted the prime minister nominated by the future parliamentary majority. The Conservative leader was, of course, talking about a future majority made up of the Social Democratic Party and the Conservative Party.

Traian Basescu argues that he is aware of such a plan, but that he will counter it by challenging a possible impeachment by Parliament at the Constitutional Court. The president once again expressed his determination to appoint a prime minister whom he can trust, and rejected options like Social Democrat Mircea Geoana or Liberal Calin Popescu Tariceanu. He relies on the Constitution, which gives the president freedom to appoint the prime minister when no party wins absolute majority. One option may be Theodor Stolojan, the candidate of the pro-presidential Liberal Democratic Party in opposition, but he is not the only possible choice for Prime Minister, the President made it clear.

The daily paper COTIDIANUL also writes about Traian Basescu's plans, under the headline “Trajan's Republic.” The newspaper has learned about the principles underlying the draft ammendment to the Constitution devised at the Cotroceni Palace, designed to strengthen the president's powers in relation to Parliament and government. The bill would enable the president to dismantle Parliament, which at present is only possible if the latter turns down at least two prime minister nominations and if the new government is not endorsed by Parliament within 60 days since the first request.

According to COTIDIANUL newspaper, constitutional law experts who work on the bill also try to better define the president's right to appoint ministers. A new Constitution should also clarify the relationships between political players and create a system of balance between powers in the state. Last but not least, COTIDIANUL argues, the presidential commission which is drawing up the bill suggests that the procedure for the appointment of Constitutional Court members should be changed, so as to foil possible meddling by political players.
