THERE WILL BE UNINOMINAL VOTING 26/09/2008

The parliamentary elections this autumn will be the first in the history of post-communist Romania when uninominal voting will replace voting on party lists. The Greater Romania Party raised the objection that four constituencies- Bucharest, Satu Mare In the North-West, Constanta in the South-East and the constituency for the diaspora had been set up by the government and not by the parliamentary commission designated to delimit them. Shortly after the Court had given the ruling, the cabinet made up of the National Liberal Party and the Democratic Union of Ethnic Hungarians in Romania rushed to announce that it continued its preparations for organizing the elections.

Liberal Prime Minister Calin Popescu Tariceanu gave assurances that uninominal voting will be introduced at the parliamentary elections even if the Greater Romania Party makes appeal, on which the Court will decide hardly on November 11th. President Traian Basescu, who is not only a steady supporter of uninominal voting, but also a professional of such voting through which he won two mandates as mayor of Bucharest and a presidential mandate, has called on the government to immediately implement a reserve plan, if it has got one, in case the Greater Romania Party wins the appeal.


Nobody can anticipate the judge’s ruling on November 11th, when the election campaign will be in full swing and that is why, the government must take immediate action-the president has warned. The prime minister preferred parrying, reiterating that the pro-presidential Liberal-Democratic Party was behind the Greater Romania Party’s move. Pundits are more categorical: Leaving the Greater Romania Party in the foreground, all parties actually avoid uninominal voting.


Bakk Miklos, a professor of political science at the University of Cluj in central Romania says that, quote “politicians have rushed to adopt this system which causes instability and at the same time stirs their anxiety; that is why, they would probably accept a return to the old system of voting on lists.” Unquote. An expert in electoral systems, Bucharest professor Alexandru Radu says, quote “no party has the courage to say that it does not wish this type of voting and that is why, they are all trying to blame one another.” End of quote.


Anyway, for the time being, the paper ZIUA headlines “uninominal voting escapes alive”. The paper ADEVARUL says that the appeal of the Greater Romania Party is “the last bullet” and the paper GARDIANUL says it is convinced that the appeal will be rejected. In more cautious terms, COTIDIANUL writes that, quote “uninominal voting leads 1-0, but the game continues.” And it further warns that, quote “ it is possible that we find out if the present election law is valid or not hardly after the elections.”
