A NEW SCHOOL YEAR AT THE BEGINNING 09/09/08 |

Ahead of the beginning of a new school year, Romanian unions in education start making moves, as they usually do each autumn. Their moves are even stronger this autumn, as parliamentary elections are scheduled in the fall. And as expected, opposition parties have their share attacking the government with educational motions submitted to the parliament, just as the Liberal-Democrats and the Social Democrats did.
The latter moved faster that their competition, as they previously submitted a draft law on salary increase by no less than 50%; the Senate passed the draft, while the Chamber of Deputies blocked it. Unions in education have now asked the Chamber of Deputies’ president, Liberal Bogdan Olteanu, to include the draft law in the agenda, as a case of emergency.
Unions say that if salaries do not increase by the stipulated percentage starting October 1, protests are about to begin. Here is how the National Education Federation’s secretary general, Constantin Ciosu, describes the situation and its aftermath.
"It is all about an accretion of grievances. The older ones, having to do with the financing of Romanian education, are being added to by the Chamber of Deputies president’s refusal to include the draft law on the agenda; the draft law stipulated a salary increase by about 50% for education staff, and the Senate has already approved the draft law. Such procrastination is absolutely groundless. We have already sent a letter to the president of the Chamber of Deputies, Bogdan Olteanu. My colleagues are determined to start their protest actions. The first stage would start at the beginning of the school year, when members of the government and the political class are likely to visit schools bragging about their grand achievements; well, we will let them know things aren’t quite like that, and we are going to do that in front of pupils and parents. Te second stage will include other protest movements, marches or meetings and although we do not like that to happen, we might start a warning strike or even an all-out strike that might end in the blocking of the school year."
Not only teachers are making moves, but students as well. The Students’ Union of Romania has invited Prime minister Calin Popescu Tariceanu to a dialogue on the state of education, leveling accusations at the Ministrer of Education, Constantin Adomnitei, for his lack of interest towards them. But as early as yesterday, the Prime Minister said the Education Minister needs to be appreciated as he made a considerable effort to improve the material base in education. Furthermore, Tariceanu said resistance to reform does not come from pupils or students, but from teacher, who are afraid they might lose their positions.
