FLOODS IN ROMANIA 28/07/2008

This year Romania has not managed to escape flooding, due to the heavy rains that hit its northern region, thus registering a fresh black toll in the history of its disastrous meteorological events. According to official data, at least five people died, dozens of households have been destroyed and several hundreds more damaged. Over 170 localities have been affected, just like hundreds of kilometres of road and one thousand bridges. 13 thousand people have been evacuated and many tourists found themselves stranded, and needed helicopters to take them away from dangerous areas. The situation continues to be critical. Authorities are on alert after meteorologists extended the code red alert. The President, Prime-minister and other high level officials travelled to the most affected counties of Suceava and Maramures to assess the situation. Prime Minister Calin Popescu Tariceanu:

“We have ordered the provision of relief, part of which has already been distributed to the most affected areas. We went as far as the border to Ukraine, where Prut River enters the country, because the water level there is quite high. The Interior Ministry has deployed 3,000 people to manage the situation. Under the state of alert declared by the Interior Ministry, gendarme troops will be used to evacuate the area. "

This year’s floods are not a first. Romania has always been affected by flooding, due to its temperate, continental climate. There have been 125 large scale flooding events in the past 5 centuries. In the last one hundred years, their number has increased, because average temperatures have increased by about one degree, largely due to growing greenhouse gas emissions. Against the background of these global changes, Romania faces even more damaging floods because after the 1989 Revolution, extended areas have been deforested and houses have been built in places which are usually affected by flooding. Unlike changes in temperature, the precipitation regime is more difficult to predict. An analysis of meteorological and hydrological data in Romania, covering the past 120 years, shows that rainy, normal and dry periods alternate every 11 to 20 years. According to this analysis, we can only expect more rain in Romania in the coming period.
