The next stage after President Traian Basescu’s suspension by Parliament is the organization of a referendum in which Romanians will express their opinion on the impeachment of Romania’s President. It has been decided that the referendum will take place on May 19th, on a Saturday, and political parties have already announced their voting intentions. Traian Basescu enjoys only the support of the Democrats and the Liberal Democrats. In exchange, PM Calin Popescu Tariceanu’s Liberals, who have very tense relations with the president, have decided to get actively involved in the campaign for the impeachment of the suspended president. The Democratic Union of Ethnic Hungarians in Romania, also in the governing coalition, have announced they will send their electorate to vote against Basescu. The Social Democratic Party and the Greater Romania Party (in opposition) will also vote against president Basescu, just like the Conservatives.

The National Council for the Study of the Securitate Archives is working at full capacity. The Conservatives have filed with the Council what, in their opinion, could amount to new evidence incriminating suspended president Traian Basescu. The evidence contradicts previously issued resolutions stating that the president did not collaborate with the former Secret Police, after Basescu’s file was analyzed three times. The same Council has established that two judges with the Constitutional Court did not collaborate with the Securitate. The verdict was ruled against the backdrop of rumors that the respective judges might be blackmailed in these troubled times for having collaborated with the former Political police. The National Council for the Study of the Securitate Archives has been visited this week by a former star of Romanian tennis, Ion Tiriac, and literary critic Nicolae Manolescu, who wanted to read their files drafted by the former Securitate. Upon leaving the headquarters of the Council, Ion Tiriac said:

“We all have files drawn up by the Securitate, all athletes. We couldn’t have stayed abroad for 20 years without being followed. But it’s inconceivable that for so many years and for so minor an issue we have been hounded. It’s unbelievable”.

To many people’s amazement, an outstanding academic - Constantin Balaceanu Stolnici – admitted having collaborated with the Securitate during the 1970s.

During president Traian Basescu’s suspension, the president of the Senate, Nicole Vacaroiu, will be Romania’s interim president. On Wednesday he had talks with all parliamentary parties. Their leaders, except for those from the Democratic Party who turned down the invitation, have agreed to rapidly submit the laws they consider a priority, to receive parliamentary approval. One such law concerns the establishment of the National Agency for Integrity, meant to check dignitaries’ wealth. The talks have also been attended by the governor of the National Bank of Romania, Mugur Isarescu, who brought good news: the economy is fully functional and will continue to remain fully functional. He added that the strengthening of the national currency was the best method employed by the national bank to stop price rises and reduce inflation.

“The National Bank of Romania has intervened less on the currency market. We have a perfectly convertible currency both at commercial and international level, in the context of a more globalized and liberalized economy. The national currency- the LEU - has become the engine pushing forward many economic sectors, running of course on non-inflationary fuel”.

The Romanian government has decided to reduce the first registration tax for cars. According to the minister for economy and finance, Varujan Vosganian, the new provisions are in line with the interests of second-hand car buyers and the European Commission’s requirements. Last month, the Commission decided to initiate procedures against Romania related to the infringement of the EU Treaty provisions, which consider the charges discriminatory. The fee was higher in the case of second-hand cars imported from other EU states, in comparison to similar cars bought in Romania.
Also, a new 37 km portion of the Sun Highway was opened to traffic on Friday. It is estimated that the highway linking the capital Bucharest to the Black Sea Coast will be finished by 2010.

We end the week in review by reminding you that 100 Romanian military personnel deployed in the Iraqi town of Basra have begun to be repatriated, after having accomplished missions involving the protection of UN mission personnel and headquarters. They acted separately from the multinational force in the US-led coalition. After the pullout of the 100 Romanian soldiers, the Romanian military contingent in Iraq will total 502, whose activities will be channeled towards reconstruction and stabilization. In another development, in Oslo, at the informal meeting of foreign ministers from NATO member states, Romanian foreign minister Adrian Cioroianu, said Bucharest was supporting the American initiative to create an anti-missile shield in Europe.
