In the meeting of the Agriculture and Fisheries Council in Brussels, Romania and other new member states called for an increase of subsidies for farmers as of next year, and the levelling of funds received by older and newer European Union member states. Romanian agriculture minister, Dacian Ciolos, says Bucharest will come up with its own suggestions:

“We will make suggestions for a compromise, most likely this autumn, if the conclusion is reached that the budget cannot be modified so as to eliminate these imbalances. We will suggest solutions so that farmers may receive higher subsidies, if possible starting next year.”

The Council also approached the sensitive issue of transferring some of the current direct subsidies into the budget for rural development. The transfer does not affect Romania until 2013, when it is expected to reach the same subsidy level as older member states. However, Bucharest opposes the transfer, which would further complicate an already intricate Integrated Administration and Control System. While in Brussels, Dacian Ciolos also lobbied for a two-year deferral of the deadline for implementation of animal wellbeing standards in Romania, arguing that more time is needed to make the required investments. He also said that a gradual increase of milk quotas and even their elimination would be in place. Also, a system must be put in place to offset losses incurred by cattle breeders in mountain areas, as milk production tends to shift to the plains.

Back to the subsidies issue, so far 1.2 million direct subsidy applications filed by Romanian farmers have been settled. But as the agriculture minister explains,

“There are another 40 thousand farms still waiting for their subsidies to be paid. Most of the delays have been caused by the aerial survey checks. We requested the Payments Agency to do their best to speed up the payment, and I asked for a report on the measures taken with respect to the contractors which developed the software that has caused most of these delays. This summer we will try to take steps and make sure farmers will not be affected in the years to come.”

Fortunately, these delays do not entail a reduction of the subsidies, as it would have been the case if Romania had failed to avoid the safeguard clause which would have slashed 25% of the EU funds Romania is to receive.
