The EU heads of state and government meeting in Brussels made a number of decisions on the future of the Union in several important areas. They decided to continue the ratification of the Lisbon Treaty and to come up with solutions at the next European summit in October to overcome the situation created by the Irish NO to the Lisbon Treaty in a referendum. So far, out of the Union’s 27 member states, including Romania, 19 have already ratified the Union’s reform treaty. Community leaders want the document to come into effect before the europarliamentary elections in June 2009. The summit in Brussels also tackled regional issues. Romania’s president Traian Basescu:
“The mobility partnership with the Republic of Moldova has been launched, so things are moving forward towards facilitating the access of Moldovan citizens to the EU labour market. Also, the conclusions of the summit reiterate the European prospects of the Western Balkans. All states in this region have already signed stabilisation and association agreements with the European Union”.
The Brussels summit also looked at ways to counteract the effects of the soaring oil and food prices. Romania’s Prime Minister Calin Popescu Tariceanu said the EU leaders agreed that each state was free to take fiscal measures, in the short run and without distorting market mechanisms, in order to cope with the these price increases. The Prime Minister also pointed out that long term measures were also needed. 8 of the Union’s newest members that joined in 2004 and 2007, including Romania, have called for equal subsidies for all EU farmers. Calin Popescu Tariceanu:
“Romania and other states have sent a letter to the president of the European Commission calling for equal access by all European farmers to European subsidies for agriculture. As you know, at the moment there is a major discrepancy between the subsidies received by Romania and other new EU member states.”
The Prime Minister underlined that the Union is currently working out a joint policy in the field of climate change and energy to be adopted at the end of the year. The document will place special emphasis on renewable forms of energy like nuclear power, wind power, hydro power and energy based on fossil fuel.
