ROMANIA, PRIORITIES AND MEASURES (26.04.2007) |

An event which has rarely been seen on the Romanian political scene over the past few years attracted public attention on Wednesday. All the leaders of parliamentary parties who attended a meeting with care-taker president, Nicolae Vacaroiu, agreed to join forces in order to quickly pass a package of draft laws through parliament, which are considered to be a priority for Romania. Missing from the consultations with the care-taker president were the leaders of the Democratic Party, loyal supporters of their former leader, the country’s suspended president, Traian Basescu. After 2 and a half hours of talks, they reached the conclusion that Parliament should mobilise itself as soon as possible to pass a package of laws on national security, the introduction of the uninominal vote, which is to replace party list voting, and the establishment of the National Agency for Integrity.
The establishment of this institution is a pledge that Romania made before the European Commission. The Agency will be responsible for analysing the wealth accumulated by officials and identifying possible incompatibilities between the office held by a dignitary and other activities he or she carries out. Attending the meeting, the Governor of the National Bank of Romania, Mugur Isarescu, had good news for the participants and for Romanians at large: the economy is functioning and will continue to function properly. Isarescu also made this information public at a special meeting marking 140 years since the introduction of the national monetary system.
”The National Bank made less and less frequent interventions on the hard currency market and even gave up making those interventions, as they were no longer necessary. We have a perfectly convertible currency at both commercial and international level, in a more and more global, liberalised economy. The Romanian national currency, the leu, is the engine, the driving force, pushing forward many sectors of the economy, of course using non-inflationary fuel. “
On the same occasion, Minister of Economy and Finance, Varujan Vosganian, said:
”The Romanian economy after 2006, which was the best economic year in the country’s history, has entered a new stage. It is freer, with economic decision-makers now developing long term projects. There is room for the capitalisation of the banking system to double, and the capitalisation of the stock exchange system could also at least double, as well.”
Vosganian also announced that the government had worked out a new formula for the calculation of the first car registration tax in Romania, based on how polluting its engine is, rather than its age. Last month, the European Commission decided to initiate procedures against Romania, for infringing EU Treaty provisions, by levying this tax on imported second hand cars, a measure which was considered discriminatory.
