Romania and Bulgaria have shown they are sufficiently prepared to implement all Schengen regulations in a satisfying manner. This is the conclusion stemming from a report on the two countries’ accession to the border-free community zone. Relying on the opinions of a group of experts, EU rapporteur Carlos Coelho says both candidates have complied with all seven technical criteria.


However, there is still some concern looming over Bulgaria that still needs to introduce a special set of additional measures aimed at securing its terrestrial borders with Greece and Turkey, which are still vulnerable to illegal immigration. Coelho added that these aspects are no obstacle to the complete accession of the two countries. The EU official also mentioned that all initial traces of doubt looming over the eight countries that joined Schengen in 2008 were subsequently dispelled.


The EU rapporteur has had the opportunity to visit both Romania and Bulgaria and to see the progress being made on the ground, as well as all the necessary improvements that have been successfully accomplished. The European Parliament report also says that it is essential to bear in mind that discarding internal border controls requires a great deal of mutual trust among member states as regards efficient external border controls, since the security of the Schengen area relies on the thoroughness and efficiency with which each member state carries out security controls at its external borders.



Presented to the Committee on Civil Liberties and Home Affairs, the report is to be discussed by Committee members on May 2nd, while the European Parliament’s vote scheduled for early June only has a consultative role. Irrespective of the result, the final call rests with Schengen members, whose unanimous agreement is needed for Romania and Bulgaria’s accession. Spearheading the opposition is France, who wants the technical progress of the two countries to be matched by similar political achievements.



According to sources in Brussels, Paris authorities will soon try to present their EU partners with a controversial list comprising six new criteria for accession, aimed at eliminating corruption and stepping up the reform of the judiciary in both countries. Sharing this view is Germany, one of EU’s superpowers, alongside other member states such as the Netherlands, Finland or Denmark. On the other hand, Hungary, Romania’s neighbor and the current holder of the EU presidency, is committed to help Romania and Bulgaria attain their objective to join the Schengen area until the completion of its term, on June 30th 2011.
