Romanian voters are called to the polls on Sunday to vote in the first round of the local elections. This is the first time that the presidents of county councils as well as local and county councillors will be elected in a single round through uninominal voting, following a legal amendment passed by Parliament this year. Candidates from 54 political parties and 4,000 independent candidates are running in these elections. Across the country, 19,000 candidates are competing for the positions of county council presidents, while over 364,000 are running for mayor. The authorities have organized 17,285 polling stations, 1,180 of these being in Bucharest. The second round will be held on the 15th of June.
The latest Amnesty International report criticises Romania for its treatment of Rroma, the second largest ethnic minority in the country after the Hungarians, and probably the largest such community in Europe. The Rroma are still considered to be victims of intolerance and discrimination. The report also accuses the Italian government of discriminating against Romanian citizens of Rroma origin living in Italy. The document writes about the spreading xenophobia and laws and draft laws that run counter to international human rights, which make of Italy a dangerous country for some categories of European citizens. The Berlusconi government has recently proposed a bill that restricts the rights of stay for certain categories of people, especially the Rroma, who do not have a job and a place to stay and are suspected of becoming a source of crime. Romanian associations in Italy say the bill is discriminatory and violates community laws on the free movement of people and labour. The Rroma issue has now become a matter for the authorities in the two countries, as well as the European Union and the United Nations.
The Director of the European Antifraud Office Franz Hermann Bruner says Romania will make progress in the fight against corruption if it goes ahead with the reform of the legal system. This week in Bucharest the European official participated in a seminar entitled “The rule of law, institutional credibility and administrative efficiency”. In another development, on Tuesday in Brussels the Romanian interior minister Cristian David presented Romania’s strategy for preventing and combating corruption in the local administration which will soon enter into force. The main objectives of the strategy are transparency, reducing bureaucracy and combating preferential employment and promotion.
The Romanian city of Sibiu, last year’s European Capital of Culture, is currently hosting the 15th International Theatre Festival, SibFest 2008. 1,500 participants from 70 countries will stage hundreds of events until the 8th of June, from theatre performances taking place in traditional settings or in the street, to dance and music shows. The director of the festival Constantin Chireac has more details:

This makes the Sibiu theatre festival the 3rd biggest in the world after Edinburgh and Avignon. In Romania, it is perhaps the most important private sector project, and had a great contribution to Sibiu being chosen as European Cultural Capital last year.”
The 7th Transylvania International Film Festival TIFF is taking place between May 30th and June 8th in Cluj, central Romania. The guest of honour this year is Catherine Deneuve, an emblematic figure of French cinema, who will receive an award for lifetime achievement. Two Romanian actors, Radu Beligan and Tamara Buciuceanu Botez will also receive an excellence award and a lifetime achievement award, respectively. 200 films, including 12 productions by young directors will compete for the Transylvania Trophy. As a first, a drive-in cinema will be arranged in the car park of a local shopping mall.
