CONTROVERSIAL MEASURES TAKEN BY ITALY 22/05/2008

Announced during the election campaign, measures to fight illegal immigration in Italy were passed on Wednesday by the right-wing Italian government led by Silvio Berlusconi. The measures concern public safety and border control and mainly target the citizens of the non-EU countries, although they also affect EU citizens who reside in Italy illegally. Furthermore the Italian government appointed a special commissioner to deal with Roma issues - Roma citizens living in a camp on the northern outskirts of Milan are denouncing the increasing hostility against them.

The European Commission is set to analyze the provisions of the legislative package passed by the Italian government to be able to take a stand accordingly. EU commissioner for employment and social affairs, Vladimir Spidla, pointed out that the Roma citizens coming from Romania are no longer non-EU immigrants and they should not be considered criminals. The European Commission has condemned the violence against a Roma camp near Naples which it deemed a criminal act that should be punished by the competent authorities.


Coming back to the recent measures taken by the Italian government, let’s see what they imply: substantial fines, imprisonment or expulsion of those who live illegally in Italy. But will the Italians who rent houses to such persons be punished as well? Are these measure normal? Journalist Traian Ungureanu believes:

“These are normal measures taken under the pressure of circumstances. No one can deny that Italy is faced with a serious situation caused by the Romanian citizens of Roma origin. I think the measures taken by the Berlusconi government will manage to relieve the existing tension, but that will not solve the problem because this is actually a matter of different cultures: each human group has a culture, there are differences between cultures that do not necessarily lead to conflicts, as there are differences between complex cultures that result in major crises”.


The head of the Department for the Romanian Diaspora with the Romanian Foreign Ministry, Mihai Gheorghiu, agrees to the idea:


“The issue of the Romanian citizens of Roma origin fueled this crisis; efforts are being made to have a coherent dialog with the representatives of this community, to work out common conclusions related to their possible integration in society. And I mean social integration both in Romania and Italy”.
