A Historic Visit to Chisinau 14/03/2011

American vice-president Joe Biden conveyed Washington’s support for the reforms initiated by the pro-western government of the Republic of Moldova, a former soviet state with a majority Romanian-speaking population. Speaking to thousands of people in the centre of Moldova’s capital Chisinau, Biden said the U.S. backs Moldova’s efforts to become a democratic and prosperous state. X is in the studio with a report.



After gaining its independence in 1991, with the dismantling of the Soviet Union, the Republic of Moldova de facto remained for a long time within Russia’s geo- area of influence, both politically and psychologically. A member of the Commonwealth of Independent States, dependent on Russian gas deliveries and led by the pro-Russian communists between 2011 and 2009, Moldova only started to pursue an alternative foreign policy with the installation of a pro-Western government in Chisinau. Without turning its back on Russia, the country’s priorities now include accession into the European Union, strengthening relations with the neighbouring Romania and building a close partnership with the United States.


Last year, Prime Minister Vlad Filat visited Washington and met leading American officials, who not only promised political support, but also substantial financial assistance. On Friday, US vice-president Joe Biden went to Chisinau on the last leg of a tour that also took him to Finland and Russia. Joe Biden, who is the highest-ranking US official ever to visit Moldova, reiterated American support for Vlad Filat’s government. Biden highlighted that any serious and overarching reform should include the fight against crime, corruption and human trafficking.



The US official said Washington strongly supports the commitment on the Moldovan side towards political and economic reforms and tackling hard issues. However, while hailing the progress made so far, the US official made clear that there can be no democracy without a transparent legal system, without a commitment to fight corruption and put an end to human trafficking. In turn, PM Vlad Filat said Biden’s visit to Chisinau is indicative of Washington’s support for the Republic of Moldova.


The Moldovan PM added that any political as well as financial foreign support is highly instrumental to achieving the country’s set targets. Vlad Filat: “We are all aware that the Republic of Moldova is undergoing a period of transition. We can’t modernize Moldova without the support of our people and our foreign partners”.



Statistically the poorest state in Europe, Moldova relies on vital injections of foreign capital. The United States has joined the International Monetary Fund, the European Union and Romania in providing some 262 million dollars over the next 5 years, aimed at helping farmers and rebuilding farming infrastructure in Moldova.
