A Romanian citizen, Claudiu Crulic, died in Poland after being on hunger strike for four months, in protest of his preventive arrest under charges of pick-pocketing. Romanian Prime Minister, Liberal Calin Popescu Tariceanu, harshly criticised the Foreign Ministry in Bucharest headed by his fellow liberal Adrian Cioroianu, for its negligence, slow response and failure to find solutions when Romanian citizens face difficulties abroad. Calin Popescu Tariceanu:
“Apart from sanctioning the consul and, very likely, calling the ambassador in Poland to account for the case, before the Honorary Council of the Foreign Ministry, I have requested that very clear and firm instructions be sent to all Romanian consulates abroad, regarding the thorough application of the necessary procedures, which involve the provision of legal assistance to Romanian citizens facing difficulties. Last but not least, I have requested the immediate professional assessment of all those employed in Romanian consular offices, a measure that the Foreign Ministry should have taken. What we have seen in the Ministry lately is regrettable, I should say. It's an attitude that I would describe as negligence. The professional standards that we used to have in the Foreign Ministry have hardly been met these past few days.”
Minister Adrian Cioroianu did not reject the criticism, but he argued that the share of responsibility attributable to the Romanian diplomats in Poland and to the authorities in this country, respectively, must be clearly defined. At any rate, he announced the recalling of the Romanian consul to Warsaw, probably for good. Claudiu Crulic had requested his assistance, claiming he was innocent, but the consul did not travel to the Krakow penitentiary where Crulic was detained, taking for granted the Polish prosecutors' assurances that the Romanian was well treated. “This is a very serious situation. It is not only about the image of the ministry or of the minister. It is a very serious case and it must be handled earnestly, so as to see who is actually responsible for this. The way Claudiu Crulic was treated in the penitentiary and later on in the hospital where he died, is yet to be accounted for.”
The Romanian daily ADEVARUL, which has closely investigated the case, supports the Romanian Foreign Minister's drive to identify the culprits for this tragedy, and disclosing a piece of information that might prove to be instrumental in solving the case. Claudiu Crulic claimed that on July 11th 2007, when the theft took place, he was in Italy, but the Polish prosecutor's office would not check the statement. ADEVARUL carried a testimony by the guide in the coach Crulic travelled by. The guide, who knew Crulic from previous similar trips, confirms the Romanian citizen's statement and expresses his outrage with the Polish prosecutors' failing to hear him.
