2010 marked an all-time record for the activity of the National Anti-Corruption Directorate, given the large number of indictments and corruption cases brought to good account. In 2011 as well, anti-corruption prosecutors made a spectacular start, making numerous arrests among customs and border police officers.

Ever since its establishment, the National Anti-Corruption Directorate broke new ground in fighting corruption. As such, it enjoyed the government’s full support, but was often suspected as acting at the government’s nod. Nevertheless, it is a Romanian institution whose merits are constantly credited in the European Commission’s reports on the judiciary. Activity reports only confirm the praise. Chief-prosecutor Daniel Morar says that between 2005 and 2010 over 840 of those indicted in investigations handled by anti-corruption prosecutors got a final sentence. The efficiency of the National Anti-Corruption Directorate was fully proved last year, when the number of people brought to court and the number of operations soared.



Chief-prosecutor, Daniel Morar: “2010 was the year when the largest number of cases was brought to our attention, which is why anti-corruption prosecutors have their hands full investigating corruption dossiers at present. It was the year when most dossiers were solved and, as compared to 2009, when we saw an increase in the number of indictments and people sent to court. Ultimately, these people got final sentences or sentences pending appeal”.


The Romanian official believes the institution displayed good commitment in investigating thorny corruption cases regarding serious offences committed by dignitaries, magistrates or high-ranking officials in central and local public administration. The chief-prosecutor said that over 900 people were put on trial, of which half had previously held leading and key positions in the public sector. The overall damages claimed in indictments last year stand at 210 million euros.



In addition, the total value of property levied upon went up dramatically. Romanian prosecutor general Laura Codruta Kovesi said that the present activity report of the National Anti-Corruption Directorate is the best of the past 4 years, both in qualitative and quantitative terms. Justice Minister Catalin Predoiu himself praised the activity of the institution.



Against the financial hardship and salary cuts of 2010, anti-corruption prosecutors are back in the limelight again, considering their far-reaching anti-corruption raids on the Romanian borders with such non-EU countries as Ukraine, Serbia and the Republic of Moldova. Investigations exposed the complicity of customs and border police officers with smugglers. In some cases, bribe was taken in exchange for protection for smuggling activities, under the supervision of customs chief officers.
