Premier Tarlev’s surprising announcement during Wednesday’s government session triggered a string of speculations regarding the future of the Republic of Moldova. The resignation of the former director of the Joy candy factory, who eventually became an extremely prosperous businessman, came shortly after the proceedings of the Moldovan Communist Party Congress, which gave the green light to the offensive for regaining power next year. In 2007 the communists lost the local elections, so a viable electoral strategy is a must, as is finding a new candidate for the presidential seat, because Vladimir Voronin is not allowed to run again. Moldovan political analyst Igor Boţan believes that Tarlev himself will lead this election campaign.

“ I believe that this governance, or better said this governing party cannot change anything now. So many strategies have been adopted that need to be carried through. Therefore, it is not the right time to talk about a new beginning, at least not in this stage. I’d instead say they want to fortify certain lines, and Tarlev, who was extremely reliable, will be given the task of preparing the 2008 elections.”


Therefore, Tarlev has to pay both for the communists’ losses at the local elections, and also for the fact that the monitoring reports on the Moldova – the EU Action Plan – are pretty bad. It is very likely that the new government will be more docile and, maybe, members of the Transdiestr elite, capable of pushing forward the regulation framework for the conflict between the Republic of Moldova and pro-Russian separatist Transdiestr. President Voronin will have to designate a new candidate to the position of prime-minister, following consultations will all the parliamentary parties.

The candidacy has to be supported by a parliamentary majority. The future Prime Minister will form an executive that will also have to be accepted by Parliament and then endorsed by the President. The Communists’ Party, which holds 55 of the 101 parliamentary seats, will therefore be able to impose the candidacy of the future prime-minister quite easily. Among the favourites are Foreign Minister Zinaida Grecianii, Foreign Minister Andrei Stratan and Vice-premier Victor Stepanciuc, who apparently stands the best chances. He is a valiant defender of the theory according to which there is a Moldovan language and nation, he’s a nostalgic for the communist era and a fierce opponent of rapprochement between the Republic of Moldova and Romania.
